Beginning a process marking-up Congressional Records of 2007 related to Terror and Civil Liberties. All done, of course in the arbitrary fashion dictated by the choices of editors at Liberated Text.

Welcome to Terrorizing Habeas Corpus; A Congressional Mark-up Project of Liberated Text's.

Just in case you were unable to guess from the title, we strenuously disagree with the stripping habeas corpus rights from detainees. Congress has done this at the behest of Mr. Bush. It is unconstitutional, as well as immoral. This is truly a sad time for America, when a majority in both houses of the Legislative Branch conspire to rob humans of habeas corpus, even if they only steal it from our enemies.

This was not a sudden decision by Congress. For some of the long-term beltwayed, this has been a dream. It is not the first time that terrorism has been used as an excuse to assualt habeas corpus. Some Republican politicians used the excuse to chip away at habeas corpus during the Clinton Administration.

The Project is still very much a work in progress. Currently, there are Seante records from October 5, 1995, and September 27, 2006 marked-up and online. September 27, 2006 House of Representative Congressional Records are also available, but have not been reformatted from the original ASCII text files.

We felt it was more important aid in the availability of these files as quickly as possible, than to wait until completing the format change before coming online, and the mark-up to valid xhtml takes time. It seems, judging from our server logs that Search Engines are already providing the link from the relvant queries.

The structure of this project is much like our previous two Congressional Records Mark-up Projects: Authorization of Force - Congress' assent to War Upon Iraq, and The Nine Shameful Senators - Senate Discussion and Debate of the McCain Anti-Torture Amendment.

Using this URL's folder as the project's relative root, folders will be divided in days using the format yymmdd for all records of 2006. Previous years' records will be in folders using the format yyyy. Indiviual files will use their Government Printing Ofice Document ID number, and house records are prepended with 'h_'. Some files will be appended, when the original file was deemed to long, and was split into several files with a part division number beginning with '_01'. They are also appended with relative information, when it semms appropriate to do so. Javascript must be enabled for the navigation tool on the left to move in relation to the file's position in the browser's view window, but should degrade nicely if javascript is not enabled. There is also a complete TOC page available.

On the right side of this page are links to some relevant reports published by the Congressional Research Service, and graciously hosted by the Federation of American Scientists (FAS). The URLs given are direct links to downloadable PDF files.

The Congressional Record for the House from September 27, 2006 pages H7522 - H7561 GPO DOCID:cr27se06-108 has been reformatted to xhtml, and split into five pages.
