Senator Hatch Orin Hatch opened the debate and discussion of the conference report on S. 735, the Antiterrorism Effective Death Penalty Act of 1996. He didn't mention that the part about "effective death penalty" was not originally in the bill's title, but was added later in an effort to make Habeas Corpus restrictions look like they belonged in a bill aimed at preventing terrorist acts. Incredibly, even with his push to restrict habeas corpus using the Terror Prevention legislation, he still begins with an attackl on Democrats for attempting to use the Terror Prevention Bill as a means to increase minimum wage. Hatch, who had desired to severely restrict Habeas Corpus rights since his first day as a federal official, then used the Oklahoma City bombing as a rationale.
Hatch's intent in this legislation's passage is not Terror Prevention, but instead, swift and immutable punishment to convicted humans, without any means to challenge their lack of culpability.
